Meet the aldermen

Walker has five aldermen who are elected at large to represent the entire community. They serve unlimited four-year terms. The town is governed by the Lawrason Act. Under that form of government, the mayor acts as the chief executive officer, responsible for all administrative functions; the council, a legislative entity responsible for enacting ordinances, and adopting and amending a budget.

Mr. Elton Burns was born in the small town of Walker. He is the father of two sons and four grandchildren. He served in the U.S. Navy through Vietnam and is a retired Baton Rouge City Police Lieutenant. As a lifelong resident of Walker and a local business owner, Mr. Burns is committed to improving the infrastructure of the community and protecting its resources.

Ms. Scarlett Milton Major is a lifelong resident of Walker. She is the grandddaughter of former Mayor Harry Milton and the great-granddaughter of Walker's first mayor, Mr. Elliot Milton. She is married to James Rickey Major and they have one son. Ms. Major is employed at Door Shop Inc. in Baton Rouge, where she is the office manager. She enjoys playing softball and bowling, and is a member of Revival Temple Church in Walker. "I am honored and blessed that the residents of Walker have given me the opportunity to serve them," Ms. Major says. "I am and will always be proud to call Walker 'home.'"

Mr. James B. Phillips has been a resident of Walker since 1973. He has been married to Rita Young Phillips since 1969. Mr. Phillips has served with the United States Merchant Marine, United States Marine Corps, Baton Rouge Police Department, Walker Police Department, Ward 11 Constable's Office, Denham Springs Ward II Marshall's Office and is retired from Millwright Local Union #720. Mr. Phillips is the Reserve Coordinator for the Denham Springs Ward II Marshall's Office and assists the Walker Police Department with their Reserve Police training. Mr. Phillips is a member of Walker Baptist Church. He is currently serving his second term as alderman. "I would like to thank the people of Walker for giving me the chance to serve as alderman," Mr. Phillips says. "I consider it an honor and a privilege and I will continue to serve to the best of my ability."

Mr. Jack Summerell was born and raised in Baton Rouge and attended college in Hammond. He graduated from Southeastern Louisiana University in 1971 with a bachelor of science degree in industrial management with a minor in economics. He and his wife Denise married in 1972 and moved to Birmingham for a year. They returned to Baton Rouge and have remained in South Louisiana since. The couple moved to Walker 29 years ago. Mr. Summerell has been in business for himself for the past 18 years. His community involvement includes being a member, president and past president of the Walker Kiwanis Club for the past 10 years. "I look forward to continue working for the citizens of Walker as we go from a small country town to a thriving city," Mr. Summerell says. "We continue to grow and become a hub of activity for its new residents. We have to work to maintain the original character that attracted the new people who have moved here."

Mr. Richard Wales has lived in Walker for 18 years. He holds a bachelor's degree in industrial technology from Southeastern Louisiana University and has been employed in the chemical manufacturing industry for more than two decades. He also owns Turf Master of Walker, LLC, a professional lawn service, and is a tree farmer who belongs to the Louisiana Forestry Association. The former team captain of the Southeastern Lions 1985 football team now is a volunteer football coach for the North Corbin Junior High Bears. He and his wife Kathy have four children. "Our town is experiencing tremendous growth and there are many challenges ahead," Mr. Wales says. "I will work hard to continue making a difference in our community and humbly serve all residents of Walker."
